200amps is a big service.  100amps is more than enough.  and if you are running it as subpanel, that would requrie an even bigger service to the house.

No way would I use PVC.  Gets cold and gets brittle.  last thing you need is to whack an airline with 120-150PSI in it and have it shatter.  I saw the afermath of that exact circumstance:  holes in the wall and the stitches in the forehead. 

I wouldn't epoxy the floor, not worth it  especially if you plan on welding, grinding etc.

In no certain order but all are a must.
good floor jack
stand up compressor
storage ( shelving, peg boards, & boxes)
Heavy duty Bench with vise.
Oil/ Fluid drain pan
shop towels and hand cleaner
tons O' tools
at least 2 30amp outlets one for compressor and one for the welder ( you will buy a welder )

I run 1" copper for my hard air lines in my pops garage, I got a screaming deal on it about 15 years ago (something like 30 cents a foot, remember when copper was that cheap), so it is what is used.

PVC, it would work, I think the operating PSI of sch 80 is like 250 psi, I am not 100% sure since it is late and I don't feel like going out side to look, as for temp effecting it, I can not say, I know the PVC that is used for my sump pumps are ecposed in the winter, I've wacked them with a snow shovel and they have yet to break, but that is also not under pressure.

I would say copper..

If not, get some real good quality hoase and just run that.

can you fit a lift?

Make sure that you use him. I called him for mine. I got a great price and the employee that came was great. Put in my doors w/ all new tracks in 10 degree weather. He didn't have a particular part he needed so he made it work at the time. Since it was on the exterior they came back and fixed it soon after on their own. Didn't even need to bother me with being there and I didnt have to check up on them.

Work bench, vise, great welder.  Don't set up the garage too much until you see how it will suit your needs.  Get a couple airhoses and don't look back on the air

FYI

Building 19 has 4.3 ft^3 GE "dorm" fridges on sale for 79.99.  They are scratch and dent. (some of them pretty rough) but for a brand new fridge that is gonna sit in the garage its a pretty good deal.  they list for $199 and usually go for $150

Get one of those retractable magnetic lights to put on the ceiling of the garge. Great for when you are working under your Jeep. You can just stick it wherever you want

and I dunno if this has been said, but if you have enough room, set up something for a cheap computer / laptop, set it up for either wi-fi or run some cat cable, that way you don't have to go all the way to the house to look up stuff online, and if you have one of the FSM software programs, you are golden.

oh and beer.

those are expensive..just roll it up on the compressor handle instead. you can buy a nice impact driver for the cost of the reel.
