Thats Charlie Melchers rig, he was in KOH last year, hasn't done much competing this year.  Has a Dart SBC iron block with Alu heads pushing 500+ HP.  Him & Smiley had the 2 fasted times followed by Sean's mini rocket.  But in Sean's defense, both Dave & Charlie ran the course twice, Sean only ran it once.

Far from stock, and he just wasn't getting the traction.  Theres an older vid of same jeep on Eric's course on a dry day that shows what that jeep and driver can really do.
