Hey, I have been want to put some tube fenders like this: http://tinyurl.com/zl22rey But I am afraid the Massachusetts cops would fine me for having the wheels outside without fenders to cover it. Are those really illegal in Massachusetts or have I been all wrong

Not so much the cops having trouble with it but the inspection stations. I had them on a lifted TJ for years. It got harder every year to get it inspected...

I would think the wheels and tires you run would contribute more to the tires being outside more than the tube fenders.
Tube fenders follow the same lines as the jeep, they don't make the Jeep any narrower.

Flares, flaps
Every passenger motor vehicle which is equipped with tires which extend beyond the fenders or body of such vehicle and which is operated in or upon any way shall be equipped with flaps or suitable guards to reduce such spray or splash to the rear and sides.

Excepting 4x4
"Notwithstanding the provisions of this section, no passenger motor vehicle shall be operated on any way if such vehicle has the side wall or thread of any tire projecting outward beyond the outer portion of the fender or side body panel, unless such vehicle is equipped with four-wheel drive or is otherwise modified and intended for off-the-way use."

Blacky says, as long as the tubing is DOM, the front bumper stays factory width. And last but not least, a full cage tied in to the floorboards in at least 1 spot. Then you'll be OK. We hope this helps.

Zip tie some garden trim to them when you on the road.

I run cut front fenders that provide almost zero tire coverage. My jeep has been this way for the last 4 years. Been told once by a cop to put flares on. But in order to get a sticker I had to make front flares. I used garden edge trim. Simple and easy to remove. Looks funky but gets me a sticker every time. Flares aren't the real issue its going to be lack of mudflaps

I used to be able to but haven't had my sticker license for the past couple years. If it was up to the guys in the shop doing the stickers it would have been no issue for me but my old boss had a stick up his ass and made things more difficult than he needed to.

The problem is risk with no up-side. I cant say I blame him in sue happy america.
