Try 7/16
Got something against sae?

If can't find 11mm (and it's not going in a threaded hole) 7/16 would be the closest fit.

7/16 is slightly larger then then 11 mm which isn't a big deal when it comes to the frame mounts, those can just be drilled out. Depending on what kind of sleeve he has for the ca's he might have an issue there.

10MM is the correct bolt size for the ZJ uppers.  They do fit a little sloppy but they are going to be torqued and won't move.  Just make sure they are at least grade 10.9  so you can torque them to 62 ft lbf

I make all my own bolts. I also made the foundry that I use to make the bolts. I also make my own lightning bolts and a old line of cloths sold at marshalls in the early 90's.. Bolt.
